Most of the Research & Development in India is funded by the government. And it only happens in select few universities & institutions. The funding process is also very complicated and cumbersome. Often not enough. As any typical government funded programme. Most IIT/IISc folks who even innovative something just leave with their research for US,Germany, etc. Because their research doesn't get appreciated here. Take example of that perplexity guy. Our private companies, investors, etc. are very myopic and risk averse. They hardly ever invest on R&D. Thus this mess. Blaming the government is easy but the main culprits are our investors & companies. Except a few companies like Tata and L&T I haven't heard of any company ever collaborating or funding R&D in our universities.

I remember some minister being displeased about this behaviour. Modi government assumed they would increase salary on their own and invest in R&D. But turned out our chindi chor dhandos will rather fill that extra money from reduction in taxes, profits, etc. in their pockets rather than using it in the right direction.

Even western company have this behaviour. But atleast they invest in R&D. Our guys don't do that either. They just fill their own & investor's coffers.

Issue is there is a limit to how much a government can push companies in a democracy. Incentivisation is often taken differently by different actors. Take PLI for example, not every company who participated acted in a good way. Some players like Ambani are constantly asking the government for further extensions. Hand holding in a country like China works because they are not a democracy and can often take some extreme actions if the company in question doesn't follow the party's mandate. In India the company can just say "Yeah we will do." And then fudge data, while there would be not much significant R&D. Our business class has a lot of low risk high reward mindset folks.

adani is a risk taker for sure, mf bought the most modern coal terminal tech for his ports, bought silicon wafer manufacturing and all, only issue is in the direct consumer sectors like airports, high charges have increased the airfares,

This new trope of more autonomy will fix everything is like saying bring a lion to human populated places and let it roam free, it's only going to kill nothing else.

And in municipality more money doesn't mean better services if that was the case we would be seeing better services in Mumbai and some other cities.
The first thing which needs to be done is fix the corruption, whenever you call them to fix drainage they will first demand extra money and even then will do sub-standard work if no money is given they will not come, the problems our cities face is not of money it's of corruption first.

They have enough money for fixing drainage and foothpaths or even traffic police to fix the traffic situation but they don’t bother.

There needs to be accountability and that will solve some of our problems.

he is just following his commie cult's SOP, which is to sow doubts,discontent and anxieties among the masses, so that his political class can come to power. when it comes to solving problems, their political class are even worse than other parties.

before modi i used to watch his ilk's expert discussions on health, water, infra, banking, monetary policy, macro economics, electricity etc. at that time because of UPA backing, there was no alternative opinion either. his tribe had complete monopoly over intellectual discourse and executive actions.

now after watching modi govt attending to the same set of legacy issues, either solving or stabilising a lot of those legacy issues, i can confidently say his ilk were no where close to solving anything. in this past decade, their reluctance to even acknowledge problems that are solved tells us they were not interested in solving problems in the first place. his ilk's expertise is limited to propaganda and gaining power, not solving problems.

yes, local government financing is an issue that needs to be solved. various cities are experimenting. those who are wishing for local government financial reforms, should also be ready for increased cost of living in those cities or towns. meaning if the efforts start in earnest today, right when we are retired it will be in effect.

if by "we" he means his fellow money bags it is fine.
if by "we" he means fellow Indians, it means he thinks we the public are stupid.

he is chairman of RPG group, with a revenue of 20,000 crores. he should be telling us what all great R&D his group is doing and patents his group owns. him and his fellow rich money bags are the ones, who are supposed to fund these R&D projects and make money out of it, not guilt tripping we the public with 2021 data when 2024 patent data has shown improvement as compared to the past.

now Indian patentee has come to about 50-55% of total applications and grants by India patent office.
