This seems like a unpopular opinion here but how about we invest in providing better electricity , internet and infrastructure to small cities and even villages and Create more job opportunities in these small cities and villages so people won't have to migrate to big cities. I think taller buildings, wider roads are just way to prolong the inevitable and not the permanent solution.
Also incentivize the companies who give work from home so People won't have to leave there hometown or they could migrate to less expensive cities.
