It's from a quite old (2020 iirc) tender/RFI/specification by DRDO intended for the manufacturing firm of VL-SRSAM. It was a 250 page pdf with details about each and everything. Even a small screw was specified in detail.

Had caused quite a bit of uproar back then as these kind of documentations are generally restricted.

Is there a plan in the Navy to buy/build these free and democratic hovercraft things to go along with the LHD/LPD that they are planning to build?

Some 5-6 years back Army had plans of inducting approx 20 small hovercraft with 10t capacity for troop landing. They also had plans for 40 or so smaller 2t capacity ones for patrolling.

Other than these two I don't know of any big project/requirements regarding hovercrafts.

I heard that Hovercrafts have fallen out of popularity around the world in the recent years. Most old ones have been decommissioned and only few are maintaining and putting to use by Major navies.​

Both yes and no.
Earlier everyone used to have one just because everyone had them. But now only those countries (read USA and China) that are planning to land troops and tanks on enemy beaches are serious about it.

Just 4 years ago in 2020 USN took delivery of the first LCAC-100; a hovercraft with approx 75t payload. It's a $4 billion project to acquire more than 70 of these crafts.
 
GRSE has some plans for an indigenous one.
It's been just 3 days since they've stopped "asking for plans" for hovercraft

So it's a long path. Also these are the specs they're asking

With 20t payload it's should be similar to Bell Aerospace Voyager with no armoured vehicles capability (considering we had replaced BMP-2 with something better at that point or otherwise you can carry one)

Is there any update on the LHD/LPD acquisition project?
Turkeys, Australians, French, Koreans,Spanish, Italians, Bri'ish all seem to have them aside from US and China which is expected

Turkeys in particular intend to project power into the Western Indian Ocean/East Africa once their main carrier is done, they already have basing agreements with Somalia
