There somethings we need to get clear about :- thete is no historical basis for a linguistic identity in india. For most of the history identity was strictly linked to your geography and location, today the kanging about linguistic identity relies the fact that people in past had a sense of unifying identity based on language they spoke.
Mosy of the today's states were created by "states reorganisation act" of 1956, which was brought in to counter separatist movement by dmk. People often tend to forget that, back in those days people identified with thier immidiate local establishment way more than some pan language based identity. Most people came from villages that spoke that particular language, and fun fact is these villages each had different languages, so in many places there could be a telugu village neighbouring 5 tamil villages or a kannada, telugu, mallu Village being next to eachother. This is how they have operated for thousands of years.
When states reorganisation act brought in ,many places where majority of the people didn't spoke the language of a particular state , got put in that state. Modern state boarders of linguistic states are completely arbitrary and have no historical basis.
