Legally would be tough. Unless some gun store reaches out to some police department/OFB and gets all the paperwork done and imports it. However, as @COLDHEARTED AVIATOR mentioned, There's plenty of them moving around in Manipur and Myanmar border areas. If someone gets it via the Golden triangle then the chances are higher.

other way is through nepal and oman , they are ditching so some might wash ashore from surplus

So not only is this "revolver" feeding parallel barrels like a double barrel shotgun, it's also feeding barrels that are not even aligned with the chamber. And I guess it's also feeding the bottom barrel at the same time too.

Extremely, extremely difficult and takes a ton of paperwork for just one gun.

For 99% of the "machine guns" imported after 1986 following is the story
> Guns are imported by some firm
> At the port itself they're confiscated by excise and transferred to ATF
> ATF has a handbook for each different model of guns for how many passes of a blow torch and where exactly on the receiver...and it does exactly that
