That's more likely 101st Airborne guys maintaining the air corridor. They are heavily involved in rescue along with NG.
However, yes skillset is indispensable. If you have trained men taking control on the ground, things get easier and move in a pace that you wont see in civilians only teams.

yes in CAPF but idk about disaster rescue institutions .
