Only way for India to respond is to invest in innovative steel manufacturing techniques that produce superior steel and higher quality steel alloys in massive quantities.

It is fine because it will not hurt India's economy in the long run. In fact, those manufacturers may want to see local production once they start seeing their products being popular and Indian manufacturers may want to shoehorn in. Sometimes you need outside competition to spur local competition. Too much tariffs lead to complacency and obsolescence.

The only thing that shall not be touch is food security. Only agricultural related products that boost up food productivity and food security should receive lower tariffs such as better machinery, better facilities, refrigeration, better fertilizers, etc.
