Just curious—when Israel knew that Iran was retaliating with missiles, why didn’t Israel implement a blackout? I can see in the video that lights are on in buildings in Tel Aviv, unlike how we in India turn off lights during missile and drone threats, like when Pakistan tried to attack us recently

Because Iran is just throwing S2S ballistic missiles. Blackouts are done against an enemy with a proper Air Force.

Problem for Israel is that it's so tiny area wise.

A barrage of missiles can overwhelm it's AD. A rag tag militia like Hamas almost overwhelmed them with rockets. An actual Army can do heavy damage to their population centers.
