No doubt Israel has the brain power to develop technology but what it lacks is money power & all tech especially that with military applications require deep pockets.
Check out the non military aid Israel has been receiving from the west since its inception especially from the US TILL DATE .
The finance for the Lavi on which the Chinese J-10 is based as well as a good deal of the tech also came from the US itself , believe it or not , till a bipartisan group there decided , on the urging of the MIC there no doubt , that by financing the Israelis military projects the US is shooting itself in the foot.
For one , it'd mean a loss of a potential customer . Moreover the US was funding a potential rival . If Israel lost its dependency on the US they would also become relatively independent in their foreign policy.
Whatever progress or innovation we're seeing from Israel in the aviation ecosystem like the AESA radars , advanced avionics , other sensors , advanced missiles etc is thanks to that project .
After that project was scrapped courtesy US pressure they sold off the tech to the Chinese & then decided to focus on components & itd development instead of the full fighter aircraft. It's one of those business decisions which has been paying them handsome dividends since.
The tech tie up with the US still continues. There's a lot of joint projects the Israelis undertake with the US.
