They import food because they have used lot of the arable land to build cities and factories. Not all of China is arable land. Their arable lands are to the east where 90% of their population lives. With their meat heavy diet they need more arable land to grow food as well as animal feed. This puts lot of stress on resources like fresh water availability. It's the same case with Japan and South Korea who are also heavy food importers. They have industralized at the cost of agriculture. They only export what they can grow in massive quantities like Garlic for example. Because they grow so much of Garlic they export them. Whether their farming practices are safe for consumption is up for debate.
