The thing is diplomats can only soothe a limited number of ruffled feathers when their turbanned and bearded bosses spew gems like "CASHMEER KI AUZADEH TEK JUNG JAREH RAHEGE INSHALLAH" without giving a shit about what the other side thinks and what fire fighting their own side has to do, and we are not the only such "victim".

Diplomats do not decide on such things and have no say.
