I believe that Somnath had health issues that may have not been resolved. He may not want to continue the tenure due to the need to recuperate. Besides, we always have new talent and it is not good to keep a leader at the post too long because it means delaying the career paths of other scientists whose talents we may be missing out.

Sivan only had a 4 year stint. To be fair to Sivan, he had challenging tasks on his plate. Sure, his moon mission didn't go off as planned but in all things considered, he was very up to the task. Yes, Somnath had a successful moon landing on his watch but it was under Sivan's watch that all mistakes were looked into and rectified and changes implemented that paved the way for a successful moon landing.

Don't forget, under Somnath, the rate of launches declined dramatically and yet everyone is giving Somnath a free pass when Sivan didn't even though he had a good excuse - Covid-19.

Current chairman was diagnosed with some ailment for which he has taken/is taking treatment. He mentioned this post Chandrayaan landing in an interview.

Might be related to that.

Rate of launches declined because of lack of load while capacity grew steadily.

Somanath was director of VSSC before being chairman of ISRO. He was the person who determined future missions, vision, development program and so forth including Space Station to Gagnyaan (Indian Human spaceflight program was actually put off in 2012-13). He was always the ISRO's brain for R&D projects & bringing him to ISRO's top was same bringing JaiShankar as EAM.

Let's not make it vs anyone.

Prof Satish Dhawan was chairman for 9 years,he was the chairman when ISRO is in its crucial phase, it was under his tenure ISRO leapfrogged behind the scenes. All the developmental work regarding Vikas engines,PSLV & GSLV were done under his tenure, all this happened because he was such a good leader & he was there during such a crucial time.

ISRO is now again at such a crucial period where critical works on Gaganyaan,NGLV, BAS, manned moon landing are happening, we need Somanath sir untill critical work is completed.

Don't forget Somnath sir is the one who convinced govt & got approval for Gaganyaan follow on project,BAS, NGLV & Crewed moon landing (not approved,but convinced the govt that it can be done) & created a practical roadmap for it

Of course I am not criticizing Somnath only revisiting the criticism leveled against Sivan. I too had my own criticism against Sivan until Somnath’s term was completed and saw that there were forces beyond Sivan’s control. I had to take a reevaluation of Sivan’s term and reconsider my criticism of Sivan’s leadership. Granted that Sivan didn’t want to shake things up and he was more of a technical director than a visionary leader but in this day and age who can blame him for not being a visionary leader when the system currently existing does not tolerate these kinds of traits.
