In the current geopolitical scenario and with the twin objective of promoting self reliance and exports, the Defence Budget has touched Rs 6,21,540.85 crore in the Financial Year 2024-25. This comes out to be 13.04% of total Union Budget, which was presented by Finance Minister Smt Nirmala Sitharaman in Parliament on February 01, 2024.


The Ministry of Defence (MoD) continues to receive the highest allocation among the Ministries. The budgetary allocation to Defence for FY 24-25 is higher by approx. one lakh crore (18.35%) over the allocation for the FY 2022-23 and 4.72% more than allocation of FY 23-24. Of this, a major share of 27.67% goes to capital, 14.82% for revenue expenditure on sustenance and operational preparedness, 30.68% for Pay and allowances, 22.72% for defence pensions and 4.11% for civil organisations under MoD.

So, 42.49% goes into defense acquisition, preparedness and R&D from total defense budget.

Raksha Mantri said that ‘Adaptive Defence’ is a strategic approach where a nation’s military and defence mechanisms continuously evolve to counter emerging threats effectively. “‘Adaptive Defence’ is not merely responding to what has happened but anticipating what could happen, and preparing for it proactively. In essence, it involves cultivating a mindset and capability to adapt, innovate & thrive, even in the face of unpredictable and evolving circumstances. Situational awareness, flexibility at strategic and tactical levels, resilience, agility, and integration with the futuristic technologies are the keys to understand and create adaptive defence. It must be the mantra of our strategic formulations and operational responses,” he stated.

Leaderji ( & his place holder for the Raksha Mantri ) finally undertaking reforms in the 11th year of his premiership what he could've undertaken anytime in those 11 years.

Let's hope this directive actually yields results & doesn't end up like those directive to courts in the form or amended laws or fresh ones typically asking for the FIR to verdict stage in the trial courts to be executed in 2 yrs but is mostly observed in its breach.

The first test case will obviously be the much delayed & lamented MMRCA / MRFA tender which has been on going in various iterations since more than 2 decades with the genesis of it being 4 decades old .
