Bohut difference hai dono mein. Piyush goyal can do it because we certainly can economically punish ASEAN countries like how we did with Malaysia. We have been putting anti dumping duties on some of their imports for years. Much to their frustration. And we are huge market for their products, so we have a leverage. ASEAN countries can be bullied by us in a limited amount.

Bigger question to ask is why isn't anyone making TBMs here on their own? Why invite Herrenknecht here? One should question why tf does literal BEML (Bharat Earth Movers Limited) not having tunnel boring machines of their own? Private sector firms usually don't find it feasible to invest in own TBM D&D and production due to not much margins and lower demands, so that's something which PSUs like BEML should've been doing instead of building railway coaches, locomotives and what not.
