How are there so many AR 15 style rifles floating around in the North East?

Majority from US civilian market through the infamous Golden Triangle.

Apart from this you also have things like old Vietnam era spoils of M-16 with modern high quality airsoft accessories and local Khyber Pakhtunkhwa type manufacturings.
Whatever @Ayan Barat said+easy availability of Western firearms and gear in Thailand are smuggled into the North East through Myanmar.

It ain't LPVO, what you sometimes see on SIG-716i is just a simple fixed magnification 4x scope.

It's more like a VLPFO.

No don't bother comparing optel one with other i kind of doesn't exept much good results for optel

I'm surprised this is in production and is getting orders considering the love of import.
IIRC this was designed by some IA officer, what's stopping them actually designing stuff like this and collaborating with DRDO( or whichever for manufacturing PSU is there ) for production ?

Yes. This was designed by Lieutenant colonel Prasad Bansod. He also reworked Insas into Bullpup. Yes if Army wants they can modify the existing TAR, Ugram to modern versions. But People in Chandigarh lobby does not want this things.

Heard they're getting eotech vudu for a few dmr roles & rest will get BEL hws.
