Ideally all Police forces of a state should be forced to comply with crpf.

They comply officially but they give some way or let a gap between cordon so the tangos can escape and they always can say it happened due to mistake.

They will get compensated fully for that as you may know and even if enquiry is there they will have offical process to defend them, they can say we didn't know about that gap or someone else was going to take care of it.
