I could be wrong but I doubt that India hit any American assets in Pakistan during India's military strikes on Pakistan. The displeasure of the US is multifold:
a. India hit Pakistanese nuclear facilities. Keep in mind Pakistan's nuclear weapons are USA's favorite scarecrows against India.
b. India successfully tested Chinese electronic war fighting capabilities and cornered Pakistan decisively.

Yes. Several top scientists are leaving US to return to Europe and other origin countries due to arbitrary visa denials, eliminating research budget, firing staff directing these programs and so on. American R&D is in an absolute mess with failing supply chains due to tariff wars. Build proper urban areas with world class infrastructure and bring global scientists to come live and work there. There's a reason for the delay as paxtan originally wanted german engines in their hangoor class subs however germany later denied the engine (of course india had a role in it) nd now all it's subs will hv chinese engines instead nd thus delays.
