who told you this ? Ballistic missiles these days can EASILY achieve accuracy of 10m radius from 10,000 kms away.I believe these are air-launched missiles fired from fighter jets. A ballistic missile could never achieve this level of accuracy.

We have multi-vector guidance these days boss - gps AND inertial.
The only problem with ballistic missile, is that it is a ballistic trajectory- basic projectile motion. Meaning, the moment you detect it, you also find out its precise launch location and can lob a missile right back at that spot.
So you gotta do 'shoot and scoot' - which is a MRLS speciality, not as easily done with much more cumbersome deployment + packup routine of ballistic missile launchers.
This is why preference may be for air launched cruise missiles - you take the risk of exposing your air asset to enemy AD/air asset but once launched, you can shoot and scoot better than anyone else coz you are a freaking plane.
