I'll tell you one good reason why retaliation cannot be postponed.
India is not a country borne out of post-Westphalian ideas. It does not exist in a EU-style landscape where you are exactly like your neighbours and the group identity is swappable with your individual identity. India is an idea that is far, far younger than Hinduism. India is an idea that tries to approximate Hinduism, but fails in many regards. Hindus have chosen to let this stand as long as major ideas of Hinduism are still approximated by the nation. The idea of India is young, that people don't really care whether India exists or succeeds, they want the land of their ancestors to exist and succeed, which is currently co-opted by an entity called India.
What that means is, Hindus have chosen to uphold their identity of Indians higher than their identity of Hindus as long as the state fulfills its basic contract with the citizens. Being killed because you are Hindu goes directly against that principle. People give their power to the state on the promise that violence on their behalf would be exercised by the state. If the state fails that, there is no use for such power to rest within them.
Ergo, India shouldn't exist if it cannot provide safety and retaliation for Hindus. It's success and existence is second to success and existence of Hindus. The people are aware of this contract. The state is aware of this. So it must visit violence in behalf of Hindus that let themselves be shackled by a secular country on the promise that they'd do so.
