there is no infra to permanently divert chenab , even upstream dam reservoir is fucked due to treaty.

Thats why i was suspicious in my post. Jhelum discharge was not that severe to break the banks so easily.

But we have enough structures to temporarily alter water flow. We don't need big reservoirs to do it.
Even a single river breaking its banks can create massive chaos in a country like pakistan. Afterall We are not looking at occupying their territory.
