He hasn't mentioned the elephant in the room - the total absence not just of an aerospace commission but any discussion of it since as my understanding goes it'd inaugurate a huge turf war between all the concerned parties.

Contrast that to all the other countries named & they either already have such a commission having outgrown teething problems to relatively smooth operations delivering results to others who've just about set up such commissions.

Like previous governments , the present one too is not serious about the security environment with no overarching strategic vision therefore no holistic solutions being proffered or sought content to compartmentalize or silo ise things with piece meal procurements then seen as the solution .
