Difference in type of Govt/Parliament structure. US Govt drives through White House and then their congress.
Indian Govt drives through Parliament first and then through PM House (I believe it has negligence impact on Indian Politics if there is any).​

White house has offices in its premise itself from where several official meetings and decisions can be made.

Here in India, we have Parliament where such meetings will take place, and decision will be announced to Press.​
