Your analysis needs to factor in the cost at point in time and real terms GDP if you are comparing including inflation etc. You can't take a ratio of just procurement in tonnes with GDP.

The article you have quoted talks about increased procurement in MIS category which is poataoe, onion, tomatoes. All in intention to control the market.
You don't hear onion prices reaching 100 rs like you used to 5 years ago.

So 2015,
Expenditure = 1.06
GDP = 2.1
Ratio = ~0.5

2023,
Expenditure = 2.28
GDP = 3.57
Ratio = ~0.64

So even spending as a ratio of GDP has gone up significantly under Modi.

Hope you are able to follow and this concludes the argument based on figures from the government which you claimed didn't exist.
