"civil war" talk is rhetoric, functional democracies do not go into civil wars that easy, functional democracies have a web of safety valves for such instances, emphasis on functional. for all practical purposes, USA is a functional democracy and has to carry the weight that comes along with being a super power, inspite of all the contrarian perceptions.
