Alternate to IAS and IPS

Guys, just wondering is there an alternate for IAS and IPS.

How do other big countries deal with the administration. We have too many entitled Babus who have god complex.

Maybe we have to look at more fundamental level. The Administrative Divisions are a mess. We need to synchronize Constituencies and Districts into same single entity. Only then we can administer properly.

it's a commie trope, which goes back to socialism heydays. during socialist days, everything was controlled by gormint, so bureaucracy became powerful. commies when not in power, always have a permanent agenda of challenging authority figures. of course when commies come to power, they demonstrate even more authoritarian streak on the public.

that said, there are usually about about 5500 IAS cadre, and 4500 IPS cadre.

what is "god complex" ?

There may not be immediate solutions as the resistance from bureaucrats themselves would be too high. Lateral entry was a nice start but was torpedoed by so called social justice politics. Posts above joint secretary should be purely political at the pleasure of the PM.
For bureaucrats below there should be broad specialisation like for defence and internal security one set civil servants, for finance and commerce ministry another and so on each recruited through its own exams.
Ias and ips should be asked to arrange for their residences after payments of housing rent allowances and force them to mingle with general public instead of exclusive palatial bunglows

She herself would be dependent on Babus for inputs right?

I think they would have asked the Babus to suggest ways to increase the Tax collection, some 200IQ babu would have suggested the bifurcation of popcorn. We cannot be a serious nation when a finance minister has to come and talk about Popcorn flavours in a press conference.

My post was semi-serious - a competent statesman/politician knows how to keep his/her babus in check. Tai just isn't cut out for it. There are people way way more qualified to be an FM in leaderji's party - if he considers picking performers over yes-men, that is....
 
In my opinion IAS & IPS shouldn't have adjudicating powers. That should be only reserved for judiciary, doesn't matter how under staff or corrupt judiciary already is

They shouldn't be relied for advisory role either. Advisory roles should be only reserved for domain experts

UPSC cadre should only be used for administrative roles and nothing else
