The sub game (SSK or SSN) is to be patient, to place itself in a stealth mode in the right placd to fire. Not to run as a dog after its prey.
SSN has the edge over SSK because it can be submerged for days to chase, when the SSK has to refuel battery.

What is the max speed of Rubis and Suffren? I heard they have a low MWe Electric Motor that doesn't enable fast speeds like 30-Knots and 35-Knots. Also most importantly, its about diameter and size of reactor that restricts the size of submarine. The reactor still hasn't reached sufficient level of miniaturization to install in a smaller size SSN like Rubis or Suffren.
Officially Suffren class is said to be "> 25kt". The real figure is not released.
But the max speed silent enough to use passiv sonar is in the 15 kt. Maybe 20 but probably less.

Not refuting your points but almost every SSN in the world retains the ability to go 30+ knots, most keep top speed classified but sometimes it leaks out .

Also it's not like the ocean is full of enemy hydrophones waiting to pickup a submarine and moving to a target location quickly has it's advantages .
Sure 95% of the time the submarine will travel slower kinda like how fighter aircraft fly 95% of the time subsonic yet every fighter aircraft retains the ability to go supersonic
