Cause most SSNs world wide are used to keep up with or even outrun surface ships.
A SSN at a speed of >20 kt can't hear nothing around it : it is deaf because far too more hydro dynamic noises.
And itself made so many noise that it can be found easily.
The sole interest of high speed is when a torpedo is fired at him.... But at those time the game is nearly ended.
Or to reach quickly a station point, but in this case it is all but stealthy, and stealth is the main asset of a sub.
The sub game (SSK or SSN) is to be patient, to place itself in a stealth mode in the right placd to fire. Not to run as a dog after its prey.
SSN has the edge over SSK because it can be submerged for days to chase, when the SSK has to refuel battery.
