Adopting " old USSR projects from the 80s ," means adopting technology from the 80s , irrespective of when & from whom you adopt those technologies ?
You could very well have imported those old USSR plants in the 90s from Russia or your favourite go to country in these matters - Ukraine , after the USSR collapsed.
