They are a portable direct satellite connection terminals to satellites in space. Of which there can be dozens over your nation at any given time just from orbital apertures alone.
The portability of terminal means, anyone running around with a terminal is subject to the TOS of the satellite owner, not the land he is living in, coz the govt. of the land directly speaking, cannot interfere (as of yet effectively) in signal tramission, like it can in every other form of signal transmission ( from wifi tower to cables- they interface with govt land at some pont so govt can choke connection there if push came to shove).

With this baseline set, what is reality ? reality is, for a starlink type of system to work, you not only need advanced software and miniaturized satellites, but you also need hundreds of them. That means tens of billions in launch cost due to lack of reuseable launch vehicles. India has larger fish to fry than that for budgetary reasons and as such, india even at its own optimal best, is decade+ away from its own starlink.

That means, at the end of the day, India has two options :

a) get in bed with a starlink type provider and try to exert some control over the process + market space for starlink
b) lose complete control of market-space for starlink-type tech to a hostile provider.

Option a) is E-lund.
Option b) is China in less than 5 years.

india chose option a) because just like starlink provides advantage to smugglers and terrorists in communication, so it does too for counter-terrorists and counter-narcotics.
By getting in bed with e-lund, we are making sure that if push came to shove, e-lund would pick Indian market-size regulated by govt over pretty much any hostile force known to man that isnt USA or China itself- which is basically your best case scenario anyways.

because reality is, China's own starlink is just a few years away from being peer of e-lund's starlink. Because China doesnt care about launch price, their space program is much bigger in budget and scope than pretty much anyone on the planet today, even NASA. People dont like to talk about it, but as far as tech goes, China is THE space tech guy currently in terms of space habitation - not even e-lund or NASA have anything REMOTELY close to the same class as China's space station in sophistication and advancement, to the point that we can call all the space stations prior to the Chinese one a seperate 'pre-dreadnaught class warships' category of sorts.

So if India sits tight and does nothing, it means that in 3-4 years NE erupts and kashmir erupts again coz all the assholes have cheen star-link and we do not and they can communicate on the run on a truck and we cannot from middle of nowhere himalayas and cheen wont give us that then and e-lund will, at that time, exact his pound of flesh if we go begging then, as he is smart enough to smell blood on the water like a shark.

This is a calculated move by the indian govt to buy time + pick the best option on the table, which is definitely NOT 'do nothing till desi starlink' because THAT is decade+ to 2 decades away, no if and or buts.

Slight misconception here (and I keep pointing it out), gormint has not 'okay'-ed anything. Elmo's company has merely signed a non binding agreement with two telecom providers. Mediawallahs have been doing dalali on behalf of tesla and starlink for years - doesn't mean much.

As I said all these High-IQ Population must be housed in a Isolated Townships, Universities, Research Centres all of them must have housing inside. I stay in Old Top 5 Institute of India. The entire Campus is huge, No vagrants can come inside without registration at gate, there are security guards in uniform at every nook and corner. They monitor not only individual buildings but also roads. The campus has all the facilities like a Medium Size Mall inside that you don't need to go out for anything.

Same is the case with many DRDO facilities. Gormint at some point has to realize more than half of this country is useless biomass and should isolate the productive ones.
