It matters that we use non local because they were not killed just because they were civilians they were targeted BECAUSE THEY WERE NON LOCALS.

Doesn't seems like it was a "non-local" attack but more of a strategic project attack. Local kashmiri labourer and doctor also apparently killed.

Attack in Soanmarg is alarming.

Soanmarg is relatively peaceful area devoid of militancy, and strategically important NH1 connecting Dras-Kargil-Batalilk along with Ladakh passes through Soanmarg. During 1999 Kargil war Pakistan tried to cut-off NH1.

Attack was not focused on “non locals” but to disrupt peace in ganderbal the man in the video is a non locals while the younger labour is a local which seem to be in a group
