Not to mention given Pakistan is clearly in the lap of Chinese the West will never sell EUV machine to them. I went through the thread in their forum. The chap is counting on grant from Paki government and loans from banks. As I said before it is a scam set up to siphon off money. If there is someone in Paki government all the more better as they can also get a cut from it and later tell the people we tried and we failed.

Paxtan has no expertise or contractors whatsoever in designing or executing or even validating standard clean rooms of Class 10,000 / 50,000 / 1 lakh leave aside Clean Rooms of Class 10 which is most likely what is needed for a 7 nm SMC fab.
