Because Harkat used to have a large number of pashtun fighters who used to be involved in Kashmir attacks, many of whom were of Afghan origin.

Mast Gul was also one such insurgent who earlier used to fight India in Kashmir valley but ultimately ended up joining Taliban to fight the pakjabi fauj. He now is a designated terrorist by pakis, as he was involved in Peshawar hotel blasts in 2014 and other such attacks. So maybe why Taliban would not want such assets to be neutralised by R&AW or maybe you're correct.

So called CIA exfarts are nothing but sits in Langley and get their info dose from ISI based sources…
Its basically what pakis want them to say, these fools dont have guts to work in field thats what CIA for you…
feed black money to all parties and try to create chaos and then try to find leverage this kind of strategy results these CIA folks unaware of actually ground situation and fed by directed info from parties.
