In the podcast, this "retired CIA agent" suggests a different theory. She says that Taliban is deliberately working with RAW to eliminate Fauji funded LeT/JeM leaders while sparing terrorists affiliated to Harkat-ul-Mujahideen (HuM), which she believes is close to Akhundzada.
So according to her, Taliban's strategy is to eliminate Fauji Foundation first, establish a sharia regime and after that deploy HuM affiliated terrorists to target Kashmir. Pak Fauj is their immediate target while Kashmir is a long-term strategic plan.

Because Harkat used to have a large number of pashtun fighters who used to be involved in Kashmir attacks, many of whom were of Afghan origin.
Mast Gul was also one such insurgent who earlier used to fight India in Kashmir valley but ultimately ended up joining Taliban to fight the pakjabi fauj. He now is a designated terrorist by pakis, as he was involved in Peshawar hotel blasts in 2014 and other such attacks. So maybe why Taliban would not want such assets to be neutralised by R&AW or maybe you're correct.
