Actually you can blame all this on American government.
They are developed, they have money and the ability.
Yet they are unable to take an any action to prevent it.
They do not want to take care of it, because its a feature, not a bug.
One tiny detail about murrica that people dont know, is that murrican jails are for-profit organizations, not entirely non profit govt. entities. Yes, they are managed by a third party company, for profit, on behalf of the american states/federal govt to run jails.
Since they are for profit, they rely on a huge number of prisoners to make their margins - which is why America has more people in jail ( actual number, not % of population) than even China or Russia.
And guess who are the likeliest people to end up in jail multiple times ? homeless people.
Homeless people also make the ideal low cost,high profit prisoners: most of them are not murderers or rapists, they are basically mentally disturbed people to a degree, who end up in random fights, simple theft, loitering, etc. Which means short term stay ( few months to a few years) and in low security prisons. Which is the ideal candidate for jail industry.
Thus this is a feeder system to their for profit jail industry.
