If Uttam certification is delaying the radar mass production then HAL should go with Israeli radar and finish the production of initial MK1A orders. Additional 99 MK1A should be named Mk1B and delivered with Uttam radar. We can’t sit and afford any further delay’s pertaining to some testing issues of Uttam radar. There will be no significant difference between both batches.

Uttam is already certified sir. It's the indigenous EW suite which isn't certified because DRDO doesn't have a test platform. Why don't DRDO has a test platform? Because HAL used all those category B engine for test platforms on production variants on pressure from IAF. Israelis already had test platform because they are original planned Radar-EW suite vendor of HAL. Now everyone is pointing fingers at each other like that Spiderman meme.
 
I will be very blunt and forthcoming that we Indians lack professionalism .
There is no silver bullet , public private and hybrid sectors are all occupied by lazy guys who prefer shortcuts than following due process.
We focus too much on jugaad rather than hard and due process.
There is a reason why no notable invention happen in India.
We need to change , it's not a defence problem it's a society problem and we need to accept it and reform it .
Until now in defence imports were face savers but that option is also fast fading away owing to cost.

We have developed a scarcity mindset thanks to our historical circumstances. Jugaad are done by people who have very little option in their hand. Back then it made sense for us to be jugaadu because we didn't had much options, post-colonization we were poor, illiterate, impoverished, natural disasters like flood and droughts were common, etc. So it was natural to develop that mindset. That scarcity mindset where you make some jugaad to live your life. But today we are much more capable, we aren't that poor, hungry and weak India of 80s. Yet that mindset hasn't gone because most of the people who lead these organisations private, public, etc. are people from that generation. Their mentality is shaped by that period of scarcity. Unfortunately this mindset is there among the two main pillar of personal development of an individual, Parents, Teachers and Education system. They preach it because that is what lead to their surivival in that difficult period of time. They used to break rules, make unprofessional decision, etc. Corruption was rampant back then, even getting a peon job required you to pay a large some of bribe. Both in public and private sector. Professionalism was less respected than connection and money way more than today. And behind this was the bad decisions of government of those days. Now because of this the new guys also start following this scarcity mindset naturally without questioning. This bimari is not uncommon in other post colonial state either. Other state like South Africa, Philippines, Indonesia, etc. also have this bimari in varying degree.

i think the few cat b engines we had, hal has expended it to test the new 5-6 mk1a which were flying for tests. still we havent integrated our mainstay astra. hal and sbi will always be the posterboys of what we mean by sarkari work culture
 
To be honest, I would have been surprised if every thing went as initially promised. They had new components coming in, fuselage & sub-assemblies coming from vendors for the first time. It requires strong processes & integration with suppliers & Tier - 1, 2 vendors. Start of production is a nightmare, hope once the lines start there's smooth sailing.

So from when did HAL used category B engines for MK1A? All these years were DRDO sleeping without securing a test bed? Since HAL used all the category B engines DRDO woke up needed that engine for test bed for EW suite? HAL using the category B engines in recent phenomena and DRDO dragged their foot to certify in time to make it for 41st Tejas MK1A.

Obviously airframes would first be allocated to the Elta Radar+EW Suite for testing and certification since it would be needed first, obviously airframes for testing and certification were meant to be allocated for the Uttam+DRDO EW Suite later, but for some reason were delayed. It’s also well known at this point that the Elta 2052 Radar & EW Suite also took longer than expected. Poor coordination and communication IMO is probably one of the reasons, as well as other factors.
