the system accounts for inefficiencies and builds contingencies. when they do something, they account for all these inefficiencies and interferences. what we hear as news are only the ones where a new kind of interference has not been accounted for is in play. since the newswallahs will not tell you success stories, public will not get to know about it outside of those who are benefited first hand.
