Besides there have been plenty of papers exchanged then before & since exploring various options on some sort of permanent solution to the J&K issue .

How much of it was subterfuge , how much of it was a trial balloon & how much of all these exercises were genuine is hard to tell ?! Soviets were only interested in separating Bangladesh from Pakistan to keep US out of Bay of Bengal. Once that was achieved soviets just asked her to wrap things up ASAP and she did.

This is one of the pitfalls of 'free temple' movement.
The ones temples go to can make the situation even worse.

I know few privately owned temple boards which have rented shops around the temple to a lot of muslims.
Not all privately owned temples boards are like this but there are enough to make you blink.
