I think some regular units are facing officer shortages as well, according to some of my interactions with retired afsars

Well the ratio for monocular NVS is 1:1 for all the SF units(except the recently converted ones), AFAIK.
Helmet mounted NVG both monocular and dual tubes are also available(dual tubes in limited). Quads are yet to come properly.
TI sights both weapon mounted and helmet mounted are coming, erstwhile airborne units seems to be more interested in TI sights rather than NVS.
