This situation arises from aggression and war, concepts that are nonexistent in the diplomatic and military policies of the politically correct and geopolitically neutral Indian Republic.
Both modern day America and pre-World War II Germany invaded nations, went to all out wars and their military-industrial complexes, along with military engineering research and development, benefited exponentially as a result.
Engineering in India is, at best, primarily focused on creating laborers. Ninety-five percent of the engineers we produce are simply consumers of YouTube lectures, seeking a better livelihood. Neither the system supports a holistic environment for research and development, nor do the majority of students possess any aptitude for it.
