You don't understand their warfighting doctrine. They targetted tel aviv for juicy propaganda clips that would emerge that would make their people think revenge has been taken. A base getting hit won't yield the satisfaction as missiles hitting the heart of their largest city even if nothing of value gets hit. Just like pakistanis fired missiles at India which didn't hit anything of value but gave content to inbreds so that they can make claims of "xyz airbase destroyed here's the proof" with those videos even if satellite imagery negate their claims.
