Maybe Iran intentionally launched a lighter salvo which they knew Israel would intercept. When they launched, it was accompanied with a press release in state media, to rally/satisfy local audience. Maybe they are hoping Israel would stop hitting them now.

Either Iranian missiles are very inaccurate or they are targeting civilian areas.
