Has any nation tried to develop a ballistic missile based penetrator (conventional) yet? ICBM class missiles already have a 2000kg throw weight, maybe a modified ICBM with very less range can have >5000 kg throw weight for a penetrator.

Correct, they have hyunmoo 5 IRBM with 8000-9000kg PCB type warhead capacity. Supposed to have penetration capability > 100m. I think it has even better penetration than MOP. This is something DRDO should consider. They have good missiles such K4 to act as base. PCB warheads can be developed and I don't see any technology bottlenecks.

We are already putting pressure through Mauritius and took the Britshits to court and got the island back into Mauritius control but sadly DGO has 99 year lease which Briton is using now ..We have silently created a runway in Agalega but then opposition in mauritius was paid by chinese and protest was created to stop giving it to IN possession .
