Iran is a completely different case. They'd go back to their original area of expertise i.e international terrorism now that rebuilding is an impossibility.

US + their European allies & Israel will ensure that as long as the Mullah regime continues in power there'd be no rebuilding of national capacities much like how successive US administrations ensured a no fly zone over Iraq throughout the 90s.

This means if Iran wants to fight in earnest, operators from other countries will have to be involved.

If they are serious about Hormuz blocking, then they are just an Israeli bomb run away from failing at that too. So to prevent that, they would need AD and AD being complex, people train years on the same system to be deployable in the field, this would almost eliminate any possibility of Iranians operating AD.

Next comes fighter jets. It is well known fact that Iran has no AF either. And fighter jet pilots don't get trained overnight - so it is impossible to do any kind of aerial challenge without the involvement of foreign pilots and foreign AD operators.

Once again, I do not know if Iran wants to block Hormuz as a way to punish Amrika or if they just want to contribute to the global meme repository, if it is the former, then they better seek Russian help. (CHINESE ARE WORLD FAMOUS COWARDS)

It might also lead to a boots on ground coalition invasion of Iran.
