While the 3rd launch pad is being built, the second spaceport in Kulasekharapattinam should be in a fairly advanced state(?)

Advanced enough to have an SVAB and that's how India's yearly launch frequency capability improved from 4-5 to 8-10. We are not doing 10 launches/year for other reasons is a different case.

You need to be able to restart in space in order for rockets to be reusable and to do multiple injection points along your orbit.

I think Vikas mostly used up in earth environment not space.

No . It seems more like a proof of concept using an engine that they are familiar with . I would haver been a lot happier if they were using the CE 20 cause that engine is closer to the proposed methalox engine and is safer .
