Yes, but we have building blocks fully available now, hoping that sce-200 do succeed.
We can always cluster sce-200 to reach close to them.
Also, LME engines too can be upgraded.
I think government is not ambitious or maybe everyone is waiting for SCE and LME successful operational test.

I think it is still inefficient as compared to New Glenn, not to even mention Starship.

Reentry of the return module containing lunar soil samples drilled and collected from the moon.

Yes, because they are still using Aluminium Alloy, but for Super Heavy version they will use Al-Li alloy
