My fren here is trading extremely carefully so allow me for the controversial take.

It's very nice that Army have been this till date but in the future it can't continue to be an organisation whose core job is to provides employment to 2 million people.
Period

Just like ISRO's primary job is space exploration and BARC's nuclear research, Army's primary job is winning war with as little casualties as possible. Youths getting employment in this process shouldn't concern Army, it's just a byproduct of Army's mission. It's better to have 0.5 million personnel who are best in doing what they're supposed to do than having 2 million with skill issues.

Again, by someone competent I don't mean a graduate in computer science who can fluently speak english serving as a Jawan. It can be something as simple as knowing what's wrong with your "scope" and correcting it by yourself

If we're really talking about modernization and this level of a lean force then there are other things too that need to be done. For examples, there are some 5 lakh personnel in CRPF - BSF and trust me, these guys are utterly under-equipped; which becomes especially concerning given the fact that they actively engage in combat (BAT from Pakistan or Naxal operations) as opposed to say CISF who's daily routine is quite chill. They don't even have proper gear to tackle mosquitoes, let alone a having a plate carrier.

We can upgrade them to almost army levels with a dedicated full-fledged air wing (obviously no fighters, but good numbers of transport and helicopters). These would lessen the burden of COIN from Army in Jammu & Kashmir and North East so that they can focus more on training for a LSCO. And in case of a war these 0.5 mil CAPFs would act the way current army reserve is supposed to work with only difference being that now this "reserve" would have more training.

Best way to understand what I'm trying to say is, instead of 0.5 mil strong Central Armed Police Force, government can have a 0.5 mil strong National Guards.

But no one's going to take these kind of radical, future-proofing efforts. The max modernization I'd see in my lifetime would be something like a Carl Gustaf mounted on a Royal Enfield or maybe a 81mm mortar on a Cheetah.
