As soon as you say "Replace MLAs with Council of Ministers'- it is blatantly wrong

MLAs= Legislative brach of our constitution
Council of Ministers = Executive branch of our constitution

There is a very big difference between the two.


Now, how powerful a particular Minister is not a concern for the babu. If Minister is powerful, he will listen to the Minister. If not, he will listen to the chief minister. But he will listen to those in power. Otherwise, he cannot survive. Babus have no role in the dynamic political power struggle. Manmohan was PM, but bureaucrats did not listen to him. Modi is PM, but bureaucrats listen to him, because Ministers are not as powerful as PM. In Manmohan's time, Ministers openly defied his instructions because they were connected with Sonia.
