Is that a carry handle between the handguards?

Yes. That carry handle is positioned just opposite that of SLR and insas. Your palms will be above hand guards and not above receiver. North korean PK variant too has similar carry handles

well we all know how this said MCIWS came to be, totally not like this,

but this matchbox sized pic makes me think that perhaps this was so famed Zittara 5.56x30mm MINSAS chambered carbine that was build upon then version of X-95 or so, perhaps only pic out there, baki toh koi OFB wala hi bata sakta hai
