As far as Surat goes, a distant part of my family was settled there once upon a time [ like all gujjus, ( they weren't gujjus, just residents there since long) they migrated to UK ] & they happened to narrate this story in one of our family get togethers long ago, of how Surat was a hopeless dump all of last century to the extent that somewhere in the early 1990s apparently plague broke out which was traced to Surat, such that travel / export of all men & material was immediately banned & a quarantine imposed.
Eventually things returned back to normal but unlike what we'd expect to see in other parts of India , that one incident so scarred the psyche of the Surtis that they vowed never to land up in a similar situation again & started operation clean up .
Within a few years Surat was the cleanest city in Gujarat much before we had Swacch Bharat & all these ratings followed by awards.
