actually both posts point to same thing.. start taking steps by first having national policy and developing national framework which binds states to act with the help of same so that atleast internal judicial and procedural process can stop becoming hindrance for same.can't have it both ways.
on one hand, describing all the symptoms of GoI not having capacity, and on the other hand not willing to consider the possibility GoI not having capacity.
as far as taking steps are concerned, we have a situation where even if GoI wants to communicate about what they are doing, it doesn't have durbaris of it's own to spin it as a narrative for public consumption.
as always, we will read about it years later in some memoir.
Lack of Communication can be squarely blamed on govt. Same people had excellent communication before 2014 in spite of all media going hammer and tongs against them. So dont blame only on 'durbaris'.
