You can’t sustain growth without consumers. India’s urbanization is closer to 70% now. Only areas larger than 400 people per sq km are considered urban in India. As per this definition, I doubt more than 20% of China is urban.

International definition:

The Degree of Urbanization identifies three types of settlements:

  1. Cities, which have a population of at least 50,000 inhabitants in contiguous dense grid cells (>1,500 inhabitants per km2);
  2. Towns and semi-dense areas, which have a population of at least 5,000 inhabitants in contiguous grid cells with a density of at least 300 inhabitants per km2; and
  3. Rural areas, which consist mostly of low-density grid cells (<300 inhabitants per km2).
Indian average population density:

India's average population density was 473 people per square kilometerin 2021. This is calculated by dividing the country's midyear population by its total land area, excluding inland water bodies, continental shelf claims, and exclusive economic zones.


Chinese population density:

As of December 30, 2024, China's population density is 151 people per square kilometer (392 people per square mile). This is calculated by dividing the country's midyear population by its land area

Shanghai
The population density of Shanghai, China is 3,905 people per square kilometer. This is the highest population density of the four municipalities directly under China's central government.

Mumbai

It is spread over an area of 437.71 km², resulting in a population density of ca. 28,471 inhabitants per km2 in 2021. The surrounding Mumbai Metropolitan Region (MMR) is spread over an area of 6,328 km2 and has a total population of 24 million inhabitants2

Urban populations have a small inconvenient, they do not produce food.

Being dependent upon food means in war, this populations suffer hunger, being unable to produce food means urban food is usually lower quality, and moving your rural population to cities means they can nuke you and kill more people.
